Pro 16:33 The lot is cast into the lap, but its every decision is from the LORD. In the OT and even up to the time of Pentecost, the casting of the lot was a legitimate way of determining the will of God. The whole process seemed very much a matter of chance, but the LORD overruled to reveal His guidance. Today the complete Word of God gives us a general outline of God’s will. When we need specific guidance in matters not covered in the Word, we learn His will through waiting on Him in prayer. Then we find that every decision is from the LORD.

Psa 115:3-8 Our God is in heaven and does whatever he pleases. (4) Their idols are silver and gold, made by human hands. (5) They have mouths but cannot speak, eyes, but cannot see. Isa 55:8-9 “For my thoughts are not your thoughts, and your ways are not my ways.” This is the LORD’s declaration. (9) “For as heaven is higher than earth, so my ways are higher than your ways, and my thoughts than your thoughts. God’s compassion on those who turn to Him comes because His thoughts and ways are far superior to human thoughts and ways, which in fact are evil. God’s plan is something people would have never dreamed of.

Zec 2:3-5 And behold, the angel who was speaking with me was going out, and another angel was coming out to meet him, (4) and said to him, “Run, speak to that young man, saying, ‘Jerusalem will be inhabited without walls because of the multitude of men and cattle within it. (5) ‘For I,’ declares the LORD, ‘will be a wall of fire around her, and I will be the glory in her midst.’” Another angel, possibly coming from the surveyor, gave a message to Zechariah’s interpreting angel to be conveyed to the prophet. That Jerusalem will be a city without walls indicates that the city will overflow its boundaries because of divine blessing. It will need no fortification or protection because of God’s presence. Gen 50:20 You intended to harm me, but God intended it for good to accomplish what is now being done, the saving of many lives. Joseph’s commitment of faith to the Lord had been obvious throughout his life and his words at this point were reminiscent of his response to those who thought he could interpret their dreams. He had told them then as he repeated now, “Don’t look to me. Look to Him.” No one who knew Joseph could ever fail to recognize that he did not trust his own abilities and neither did he hold himself in unrealistically high regard. He knew from whence his strength came and he knew in whom he alone was secure.
